My scholarly work as Professor at Universidad CEU Cardenal Herrrera is as tax lawyer, with broad interests in environmental law, particularly in climate change and EU Emission Trading Scheme. I hold a Minister of Science and Innovation Project grant to analyse taxation and climate change topics. I’m the Director of the Endesa Research Chair for Taxation and Climate Change.
I have edited three books and written one book many academic articles in journals such as EC Tax Review, Intertax, Crónica Tributaria, etc. I have presented papers at conferences such as the Global Conferences on Environmental Taxation, ILADT, etc. I’m member of the Asociación Española de Asesores Fiscales (Spanish Association of Tax Lawyers), t and the International Fiscal Association.

As Vice-Chancellor (Research) I lead the University’s research and knowledge transfer strategy. The projects included in the University’s Strategy are the implementation of the research plans, fundraising for research (creation of new chairs) the development of strategic partnerships and collaboration nationally and internationally for research, research training, development of key
research quality indicators (bibliometric), promotion of open accessv and knowlegde transfer
(intellectual property, research contracts, partnerships and commercialization).
In the field of internationalisation, I work on the implementation and development of the University’s Internationalisation Strategy at home and abroad. Projects included are building strategic international relationships, international academics programs, international students’s recruiment, international mobility, international internships and external representation.
Areas under my management include research institutes (ICB, IDEAS and IDIT), Biblioteca-CRAI, Research Management’s Office, Research Support Units and International Office.
Director of the Endesa Research Chair for Taxation and Climate Change
September 2008 – June 2015 (6 years 10 months)
The Endesa Research Chair for Taxation and Climate Change began during the 2008/2009 academic year with the signing of the agreement between the participating institutions: the Endesa Foundation, the San Pablo Foundation and the Institute for Environmental Law and Ethics (IDEA). All three institutions share a common interest in investigating climate change and supporting the implementation of programmes to slow this change. The aim of the Endesa Research Chair is to promote the role of Tax Law in contributing to such programmes via research and development.
In order to achieve its objectives the Endesa Research Chair for Taxation and Climate Change provides a wide array of activities. As well as research projects, it carries out educational and communicative programmes, designed to help spread awareness of the issues at stake. The Endesa Research Chair is committed to quality, and strives for excellence in all the services it provides.
In the 2009/2010 academic year, the Catedra of IDEA Endesa was awared the “Angel Herrera for the best research work.
Coordinator Exploria (International campuses of excellence ) September 2010 – November 2011 (1 year 3 months)
EXPLORIA was the joint proposal promoted by the CEU Universities (San Pablo, Cardenal Herrera and Abat Oliba) for the creation of an International Campus of Excellence in the field of sustainability to contribute to social welfare and the development of a new economic model. The project was selected as finalist in the programme launched by Ministry of Science and Innovation and the Ministry of Education, wich aim was that these campuses should be formed by one or more universities, research institutes, technological centres, public research bodies and institutes of excellence from autonomous communities, planning for aggregation with a strategic projection based on teaching quality, scientific excellence, international vocation and its transformation from knowledge into innovation.

As Director, I helped building collaborative teams that undertook multi-disciplinary research and were awarded with several funded projects (Minister, local region, etc.). I also lead the collaborations with the university, government, NGO, philanthropic and corporate sectors. I also was responsible for the fundraising of the Institute. Under my coordination, IDEA launched a doctoral programme. Under my supervision, IDEA organized seminars, workshops and lectures for government and industry executives, international visitors and faculty.
